From 1946 through 1950, as chief of the Industry Branch of the occupation army’s Civil Communications Section (CCS), he helped Japan rebuild its capacity to manufacture radio, telephone, and telegraph equipment through his work to establish quality control standards for which Japan’s electronic industry became known. In collaboration with Charles Protzman, they organized a series of 8-week courses on industrial management for communications industry executives. W. Edwards Deming took over some of his training and workshops starting in 1950.
